The RTC and its activities are funded through numerous sources.

Below is a basic outline of how the funding is provided for some of the major activities of the agency:

RTC Transit Funding

  • 1991 Question 10 funds – 1/4 of a percent Sales Tax
  • 2003 Question 10 funds – 1/8 of a percent Sales Tax
  • Passenger fares
  • Bus advertising
  • Federal Transit Administration (FTA)
    • FTA Formula 5309, 5310, 5337, 5339
    • FTA discretionary funding
    • FTA CARES Act
  • Federal Highway Administration (FHWA) Funding
    • Congestion Mitigation Air Quality (CMAQ) Funding

Streets & Highways Funding

  • 9 cent per gallon motor vehicle fuel tax
  • 2003 Question 10 funds – 1/8 of a percent Sales Tax
  • 1 cent Jet Aviation Fuel Tax
  • Senate Bill 5 (SB5) RTC receives anything over $7.5 million in Petroleum Clean up fund
  • Indexed Fuel Tax
  • Federal Highway Administration (FHWA) Funding
    • Congestion Mitigation Air Quality (CMAQ) Funding
    • Surface Transportation Block Grant Program (STP) Funding

Transportation Demand Management

  • CMAQ Funding
  • Local Funding (Sales Tax and 9 cent per gallon motor vehicle fuel tax)
